Ministry of SMEs and Entrepreneurship (Kemenperin) has announced a new rule that will make sellers on TikTok Shop pay a small fee for certain return shipments. From 01 Juni 2026, each seller will be required to contribute up to Rp 5.000 per transaction when a return is processed.

In a statement released on 21 Mei 2026, Minister Maman Abdurrahman explained that the policy is part of a long‑planned cost‑sharing scheme between e‑commerce platforms and sellers. He said, “Kalau retur itu memang waktu kami panggil temen-temen e-commerce, semuanya memang punya satu harapan yang sama. Kalau retur itu emang udah disiapkan mereka jauh-jauh hari. Apa itu retur? Dulu kan ongkir biaya pengiriman untuk barang-barang yang dikembalikan itu dibebankan ke marketplace. Sekarang, biaya yang retur dibagi dua, dibebankan kedua belah pihak, marketolace dan seller,” highlighting that the shipping fee for returns will now be split.

Under the new rule, the seller’s share covers the cost of shipping the item back to the buyer and, if the return is due to a buyer’s mistake—such as a change of mind—the seller also pays the cost of sending the item to the buyer. Any amount that exceeds Rp 5.000 will be covered by the platform itself.

Minister Maman added that the government has asked e‑commerce platforms to pause any planned increases in service fees. “Kenapa kami mengatakan waktu itu jangan dinaikkin, prinsip dasar dari kenaikan harga kan kesepepakatan kedua belah pihak antara seller dan e‑commerce. Sedangkan lagi ada polemik aspirasi seller cost biaya itu tinggi. Makanya kita minta tahan dulu biar nggak ada polemik,” he said, indicating that the policy is meant to avoid conflict among sellers.

He also announced that the ministry will soon meet with TikTok’s management. “Kita dalam waktu dekat akan panggil TikTok,” Maman confirmed, signaling a direct dialogue about the new cost‑sharing framework.

The official policy document lists several key points:

  • Ongkir untuk pengembalian barang—if the return is labeled “Tidak lagi diperlukan,” the platform will bear the shipping cost.
  • From 01 Juni 2026, for failed deliveries, sellers must pay up to Rp 5.000 for shipping to the buyer; amounts above that are paid by the platform.
  • From 01 Juni 2026, for returns caused by buyer errors, sellers must pay up to Rp 5.000 per shipment (both outbound and return). Excess costs are covered by the platform.
  • These rules do not apply to pesanan instan (instant orders).
  • In partnership with Tokopedia, TikTok Shop will launch an Asuransi Pengiriman Retur Pembeli (BRSI) to help sellers offset these fees. Details will be released closer to the program’s launch date.

In summary, the new policy aims to distribute return shipping costs more evenly between sellers and platforms, with a modest cap of Rp 5.000 per transaction. The government’s approach reflects an effort to balance seller concerns with platform sustainability, while also preparing support mechanisms such as the upcoming insurance program.
